Negative people/wildlife interaction has raised public interest in wildlife population control. We present a contingent valuation study of alternative deer control measures considered for Hilton Head Island, SC. Lethal control usig sharpshooters and nonlethal immuno-contraception techniques are evaluated. A mail-back survey was used to collect resident willingness-to-pay information for reduced deer densities and consequent property damage. Residents are unwilling to spend more for the nonlethal alternative. The estimated WTP appears theoretically consistent as increasing levels of abatement for both lethal and (...) nonlethal alternatives demonstrate diminishing marginal benefits. Over 60% of respondents bid zero regardless of control measure, suggesting a referendum would fail. However, only half of these zero bidders expressed no problem with deer, while the other half bid zero because of distaste for the control alternative, safety concerns, or doubt about effectiveness. Inclusion of these responses as legitimate zero bids depressed mean WTP estimates from 22 to 31%. (shrink)

Robert Higgs's Crisis and Leviathan argues that there is a ratchet effect both after major wars and other serious crises, such as depressions: attitudinal or ideological changes lead not only to greater government spending but greater intrusion of government into economic command and control. Higgs's explanation of the growth of government, however, is embedded in and driven by a particular ideological view of the legal‐economic world, one that misapprehends certain legal‐economic fundamentals, including the scope of economic command and control, (...) and that fails to deal with certain interpretive complexities, including alternative explanations. Robert Higgs misunderstands me as suggesting that there is, in all societies, a mathematically constant level of coercion. My argument is that society and economy are fundamentally structures of coercion and governance, with selective perception being employed to choose which interests government will coercively protect. As a result coercion is ubiquitous?ideological preconceptions and material preferences to the contrary notwithstanding. Libertarianism consists of attractive sentiments but sentiments nonetheless. Higgs is participating in the process of determining the uses of government, not (...) in its minimization; a valuable process but not the latter one. (shrink)

To revisit that event—and the Institute’s five founding collaborators who spoke at it—provides an opportunity to (...) re-vision some of the most significant intellectual, moral, cultural, and political factors that shaped both this Institute and the then-nascent field of bioethics.Eunice Kennedy Shriver, who spoke at the press conference, was intensely committed to a new sort of philanthropy that would effect socio-political change in favor the dignity and well-being of the mentally disadvantaged. As executive vice-president of the Joseph P. Kennedy, Jr. Foundation, she had already applied the Foundation’s vision and resources to the task of harnessing the best of the “biological revolution” of the 1960s to prevent developmental disorders. Prompted by the values at stake in the care of the disadvantaged, she turned the Foundation toward the creation of the Institute in 1971.Just prior to the opening of the Institute, Mrs. Shriver had produced and appeared as introducer in a highly influential film, “Who Shall Survive?”, which dealt with a “mongoloid baby” who was allowed to die in the newborn clinic because of its condition. Henle, S.J., announced the Kennedy Foundation’s grant of $1.35 million to establish the Institute. "Practice in Christianity is the second volume in what could be called the "collected Works" of "Anti-Climacus," Kierkegaard's new pseudonym. Anti-Climacus's first volume, The Sickness Unto Death, appeared just a year earlier in 1849. The use of a pseudonym is consistent with Kierkegaard's usual practice when presenting an idealized statement of his subject, be it sexual seduction or Christian theology. Anti-Climacus argues the conceptual content of Christianity against the "leading thought of the times" and also against the ethical and social (...) import of the comforts and consolations of bourgeois culture and religion which he called "Christendom." In his own mind at least, Kierkegaards presents Christianity as it must be thought and lived if it is to be authentic. The Sickness unto Death and Practice in Christianity can be and are read quite independently, but jointly they provide the basis of Kierkegaard's devastating critique of a secularized, culturally homogenized, and tame Christianity. The principle of the child's right to an open future was first proposed by the legal philosopher Joel Feinberg and developed further by bioethicist Dena Davis. The principle holds that children possess a unique class of rights called rights in trust—rights that they cannot yet exercise, but which they will be able to exercise when they reach maturity. Parents should not, therefore, take actions that permanently foreclose on or pre-empt the future options of their children, but leave them the greatest (...) possible scope for exercising personal life choices in adulthood. Davis particularly applies the principle to genetic counselling, arguing that parents should not take deliberate steps to create physically abnormal children, and to religion, arguing that while parents are entitled to bring their children up in accordance with their own values, they are not entitled to inflict physical or mental harm, neither by omission nor commission. In this paper, I aim to elucidate the open future principle, and consider whether it is applicable to non-therapeutic circumcision of boys, whether performed for cultural/religious or for prophylactic/health reasons. I argue that the principle is highly applicable to non-therapeutic circumcision, and conclude that non-therapeutic circumcision would be a violation of the child's right to an open future, and thus objectionable from both an ethical and a human rights perspective. This discussion, he believed, would be crucial to the future of the "national economy." 1 Schön was an (...) astute observer, for the German discussion of associationism in the early 1830s was indeed but a faint echo of the French; and insofar as the idea of association was addressed by prominent social writers in those years, it was generally greeted with suspicion. This was the case, for instance, with the liberal thinker Robert von Mohl, whose influential 1835 tract on the social question criticized the notion of proletarian associationism. Conversely, by the early 1840s, association was on many tongues as a panacea for the social ills of the age. By 1840 Mohl himself had embraced the "Assoziationsprinzip" as an antidote to the atomized condition of modern social life. 2Among the relatively small number of German writers who did champion association in the 1830s, the claims for its significance were already grandiose. Moses Hess's Die heilige Geschichte der Menschheit (1837) and August von Cieszkowski's Prolegomena zur Historiosophie (1838) both linked social solidarity to millenarian expectations of a new age of humanity. Even before Hess or Cieszkowski, the first German book on Charles Fourier, by one S. R. Schneider, bore the title Das Problem der Zeit und dessen Lösung durch die Assoziation (1834), while another, by Fr. Hr. Tappehorn, was headed Die vollkommene Association, als Vermittlerin der Einheit des Vernunftstaates und der Lehre Jesu (1834). For if, as one historian has claimed, "free association can be regarded in principle as the central organizational form of modern or industrial society," 3 there was no agreement on its nature. Should the right of association be understood as liberal or socialist, individualistic or collectivist? Is free association the core idea and mode of interaction of a pluralistic and competitive civil society, or is it the principle of unification that will overcome pluralism and competition? These fundamental questions were to preoccupy nineteenth- and early-twentieth-century debates in areas as diverse as revolutionary theory, labor union activism, and the regulation of business cartels. However, in the 1830s, under the pressure of the newly perceived social question, the stirrings of industrialization in Germany, and the revival of democratic politics in the July Revolution, these issues first appeared with a force that drew the attention of intellectuals.Perhaps no German intellectual of the 1830s so perfectly embodies the implicit tensions of the idea of associationism as the Hegelian philosopher of law, Eduard Gans (1797-1839). This study contributes to the burgeoning research on corporate social responsibility (CSR) at the individual level of analysis, in a hitherto largely neglected developing country context. Using survey information collected from 297 employees in public and private enterprises in Kosovo, this study examines how and to what extent employees’ perceptions of their employer's CSR activities are associated with their intention to emigrate. Applying a needs‐based framework, this research provides evidence that employees’ perceptions of CSR are positively related to the meaningfulness (...) of their work and job satisfaction and negatively related to intention to emigrate. Additionally, results confirm that the association between CSR perceptions and emigration intention is mediated by the meaningfulness of work and job satisfaction. From a practical point of view, this research should encourage private and public enterprises in developing countries to enhance and extend their CSR engagement. (shrink)

This paper defends the commonsense conception of linguistic competence according to which linguistic competence involves propositional knowledge of language. More specifically, the paper defends three propositions challenged by Devitt in his Ignorance af Language. First, Chomskian linguists were right to embrace this commonsense conception of linguistic cornpetence. Second, the grammars that these linguists propose make a substantive claim about the computational processes that are presumed to constitute a speaker’s linguistic competence. Professional historians of science generally recognize the importance of Lavoisier's theory of heat. However, it commonly receives scant attention in the historical treatment of his chemical theories except perhaps as an example illustrating his conservatism and giving the impression that the caloric theory, although perhaps important in the development of ideas on the nature of heat, is independent of and bears little relationship to his general chemistry or is incidental to an understanding of that chemistry. An examination of Lavoisier's writings (...) suggests that the caloric theory is not merely a milestone in the development of physics; and rather than an omittable appendage, his concept of heat forms an integral part of his chemical system and plays a central, necessary role in his oxidation theory in particular. The purpose of this paper is to give a general description of Lavoisier's ideas on the nature and action of heat, the origin of these ideas, their development, and their relation to his general chemistry, pointing out his conservatism as well as his innovations.
